Stop Rising Refinery Pollution 11/16

At a time when we urgently need to stop new fossil fuel infrastructure projects, the biggest industrial polluters in the Bay Area, the oil refineries, are getting permits from the Bay Area Air Quality Management District (BAAQMD or Air District) for dirty oil infrastructure projects as if there was no tomorrow. In 2012 the BAAQMD Board, which has the power to enact a cap on refinery pollution to guarantee emissions do not get worse, acknowledged our unsafe levels of air pollution in the Bay Area. Finally, this year Air District staff put forward proposed Rule 12-16 Petroleum Refining Facility-Wide Emission Limits. 

Don't be fooled, Rule 12-16 as proposed will not cap refinery emissions. BAAQMD senior staff are dragging their feet, finding ways to delay and inaccurately represent the proposal with a bias which supports of the oil industry instead of clean air. This continues to put at risk families living in neighborhoods along rail lines and near refineries, who already face a disproportionate pollution impact.

For four years, staff promised and failed to put a cap refinery emissions in it's Rule 12-16 proposal. Now they are refusing to share their legal justifications for opposing caps, and continue to cause delays, while supporting industry arguments. We are getting near the end of this long period of advocacy and are not about to quit now. We cannot afford to let our last four years of organizing be in vain. We need to demand the Air District Board direct their staff to STOP DELAYING a cap on refinery emissions before any more dirty oil industry permits are approved. Please plan on attending the next Board hearing.

Refineries are pulling out all the stops and paying dozens of employees to show up at every Air District Board meeting. BAAQMD Stationary Source Committee Chair John Goia says that public presence in Board meetings is essential in order to show support for our proposal.
