1st mandated GHG reduction measure since adoption of BayCAP Resolution

Joint Action with Metropolitan Transportation Commission

The Air District Board will vote on proposed Regulation 14 Rule 1 Bay Area Commuter Benefits Program requiring employers to offer one of four commute benefit options to employees. GHG emissions will be reduced as fewer people drive alone to work.

The Rule will apply to businesses that employ 50 or more people in the Bay Area for 30 hours a week or more. 10,000 Bay Area employers have 50 or more employees. This accounts for 60% of regional employment.

Transportation accounts for 38% of regional GHG emissions. 53% of transportation emissions result from commuting. 68% of commute emissions result from single occupant driving.

Estimated GHG emission reductions from the Rule as proposed are 12,714 Megatons in 2015, growing to 47,957 Megatons annually by 3035.

The State Legislature specifically authorized Bay Area agencies to enact this program. If successful, other regional Air and Transportation agencies will no doubt enact similar programs.

This rule is a great start that can be strengthened to include more employees in the future.

Page 10 of the Staff Report states that the cities of Berkeley and Richmond have commuter benefits programs that apply to employers with 10 or more employees nationwide. The City of San Francisco and SFO have programs that apply to employers with 20 or more employees nationwide. All four programs have been in place since 2009.Read the full Staff Report.
