  • Regional 2050 GHG emission reduction strategy discussion


  • Discuss the commonalities and strong points of four different studies (including Jacobson's) for our clean energy future (summaries will be provided):
  1. "California’s Energy Future - The View to 2050” Long et al. (2011)
  2. "The Technology Path to Deep Greenhouse Gas Emissions Cuts by 2050: The Pivotal Role of Electricity”  Williams et al. (2011)
  3. "Bay Area Smart Energy 2020” Powers (2012)
  4. "Evaluating the Technical and Economic Feasibility of Repowering California for all Purposes with Wind, Water, and Sunlight” Jacobson et al. (2013)
  • Scope out:
  1. The regional picture in terms of where we need to be re both emission reductions and clean energy build out,
  2. Paths activists can take to get us there, and
  3. A power map of who we need to lobby and what the "asks" should be. The power map will include likely campaign targets - opposition targets as well as politicians to lobby pro actively.

Net Metering Action Proposal: Amy Allen from 350 East Bay
  • Consider lobbying the Joint Policy Council, made up of four regional governing bodies:
  1. Bay Area Air Quality Management District - has authority to regulate GHG emissions from non-vehicular sources (2/3 of emissions)
  2. Metropolitan Transportation Commission - Responsible (with ABAG) for One Bay Area Plan - Sustainable Communities requirements of SB 375, to reduce car use and sprawl. To be updated in 2015
  3. Association of Bay Area Governments - see above
  4. Bay Conservation and Development Commission - Major focus on adaptation to sea level rise

Issue: Can the JPC fund a regional study to scope out scenarios for the Bay Area to reach our clean energy and GHG emission reduction goals?
