Community Workshop on Developing a Climate Action plan (CAP)

On Wednesday, Nov. 20 Richmond will have a community workshop on developing a climate action plan (CAP). It'll be held at 6:30 pm in the City Council chambers. The announcement is about 1/3 of the way down the City Manager's Report for the week ending November 8.

Some background on Richmond and CAPs:
87% of Richmond's GHG are produced by point sources, mainly the Richmond refinery.
Possibility of the BAAQMD requiring that the money that is paid for allowances in cap-and-trade transactions (e.g., by the Chevron refinery) be invested back into the communities that are most negatively affected.
Public engagement, especially in Richmond, is necessary to influence decision makers and stakeholders.
Considering existing community organizations already dealing with air quality and environmental justice issues, city has a choice:

  • Go through the lengthy and intense process of developing a formal CAP or
  • Community organizations join forces with the city government and the sustainability efforts being enacted there for greater collaboration.
